Answer: Bad Horse, the thoroughbred of sin

Bad Horse really is a horse and a thoroughbred, as we see in the closing shots when our protagonist enters his room.
2. "It's curtains for you Dr. Horrible. Lacy, gently wafting curtains." Yes, that really is a quotation from the show - but who says it?

Answer: Captain Hammer

Captain Hammer says this after he has foiled Billy's plan to steal the Wonderflonium. Or has he?
3. What should you not do to Wonderflonium?

Answer: Let it bounce

I suppose you'd be best advised not to try any of these, but the case containing the special ingredient specifically says "Do Not Bounce". Don't try this at home, kids!
4. When does Billy first meet Penny?

Answer: While at the laundromat

Billy meets her when she is collecting signatures, and saves her from the van, though she never learns this. However, he first met and fell in love with her at the laundromat they both use. At the start of the show he has not yet built up the courage to speak to her. "Just a few weeks away from a real audible connection."

Marti Noxon and Davis Fury were both senior writers on "Buffy the Vampire Slayer" and "Angel" and appeared in "Once More With Feeling", the celebrated "Buffy" musical episode. Doug Petrie and Drew Goddard played members of the Evil League of Evil, and Jed and Zack Whedon sang as part of the Bad Horse chorus. Jane Espenson and David Greenwalt are "just" wonderful writers.
9. How does Captain Hammer respond to the pain and chaos caused by the Freeze Ray and Death Ray explosion?

Answer: He runs, screaming, in search of someone maternal

He cannot cope with pain, which he has never experienced before, and crumbles totally. We last see him sobbing to his therapist. He doesn't even notice what has happened to anyone else.

Answer: "and I just need to rule it."

He tells people who are watching his vlog, "The world is a mess, and I just need to rule it." Ironically, our wannabe villain is far nicer and more sympathetic than the so-called hero.
