With all due respect to The Abomination, it has to be "The Leader". Samuel Sterns was caught in a radioactive explosion, granting him his green skin and a large head with a great intellect. Leader has been tangling with the Hulk by trying to steal his strength, overthrow the government and just antagonizing people associated with the Hulk.

Local street-level hero by night, Daredevil (Hell's Kitchen's blind lawyer Matt Murdock by day) cannot stand Kingpin (Wilson Fisk) in either setting. Kingpin controls and orchestrates the crime but never gets his hands dirty which really gets under Daredevil's skin.
