The old men cried because the first temple had been very beautiful and had the glory of God. However God's people had disobeyed his commands and they were taken into captivity for all the evil they had done. When the Jews returned they rebuilt the temple. The young men shouted because God now had a house again.

"With praise and thanksgiving they sang to the Lord: "He is good; his love toward Israel endures forever." And all the people gave a great shout of praise to the Lord, because the foundation of the house of the Lord was laid." (Ezra 3:11, NIV)
