Modern day historians believe that is unlikely and note Nero lost a lot of possessions and land in the fire.

The fire spun London into economic disarray with many people fleeing the city as a result. Texas v. Johnson was decided by a narrow 5-4 decision and decided by a majority of justices who did not typically vote together. Justice William Brennan wrote the opinion saying that flag burning, although may be offensive, is expressive speech and thus protected by the First Amendment.

Brennan stated that the government can limit conduct of such actions, such as proscribing a "time, place and manner" law. However, in this case Brennan said the expression was "overtly political" in nature and thus suppressing it outright would violate Johnson's free speech rights.
