The sinker is a weight which drops below the water, and pulls the lure down. The float keeps the whole thing up. If the sinker is further down the line than the lure, it will drag behind the lure, and the fish will be distracted by it, and essentially ignore the lure.

When the lure hangs out behind the sinker, it will actually drift higher than the sinker, and will be the part furthest back, so the chance that a fish will go after it is much higher.
