Answer: United States of America

Argentina, Australia, Chile, France, New Zealand, Norway, and UK have made claims, and while the US hasn't, it reserves the right to claim in the future, and does not recognise any other claim. Charming. (PS: The same goes for Russia.)
2. Where did Olaf Stapledon's 'Last Men' live?

Answer: Neptune

In Stapledon's 'history' of the future: "The Last and First Men" (1930), he describes how humanity has to leave Earth to escape celestial disasters, first to Venus, and then to Neptune. The '18th Men' (you, me and George W. Bush are all '1st Men') have nowhere to run to from Neptune - making them the 'Last Men'. (Confused? Intrigued? Go read it!)
