Answer: Principality of Outer Baldonia

As the story goes that he discovered the island on a fishing trip for tuna and later purchased the island for $750. He and his fishing buddies drafted a declaration one drunken night and created the historic micronation.In 1973 the island was sold by Russell Arundel for the price of one Canadian dollar to the Nova Scotia Bird Society where it remains today. During its existence however it had a most interesting history. Aside from being invited to join the initial United Nations Arundel was invited to many diplomatic functions where he would turn up wearing sardine cans and bottle caps on his attire!

The official currency was called the Tunar after the tuna fish.

The original name for this structure was HM Fort Roughs constructed in 1942. The installation had a Royal Navy staff complement that fluctuated between 150 to 300 men. In 1967 Major Paddy Roy Bates took possession of the platform and claimed its independence.

Eli Avivi is an Iranian born Jew who came to this location in 1952 while visiting his sister a short distance away. He fell in love with this place and set out to claim it as a sovereign nation. He's never reached that pinnacle but he's certainly a bit of a legend and has created a unique place.

All three of the wrong answers are Royal Air Force bases that were operated by the United States Air Force. Hay-on-Wye on the other hand has become quite the mecca for book enthusiasts. Presently they offer more than thirty bookshops ranging from cheap second hand copies to the very eclectic and rare.

However they are not exclusively in Utah, claiming parts of California and Antarctica too. Of course the idea of dying and being kept in deep freeze for a long period of time has to be something you're willing to accept to become a member.

Basically artist communities have marketed themselves as little micronations and they can be found around the globe. Seattle is fairly well known for its contribution to the music world. In the nineties it was the birthplace of grunge music also known as the Seattle Sound. Groups such as Nirvana and Pearl Jam brought great attention to this rainy city and swung the attention of the music world from L.A. and Nashville to this metropolis that was seldom thought about by most music scouts. Fremont however gains it's name from its two founders who hailed from Fremont, Nebraska.
