Answer: No

Creatures gain "summoning sickness" whenever they gain a new controller. This is one of the reasons why the term "summoning sickness" is not officially used, since it does not clearly describe the trait. A more accurate term would be "control dizziness".
2. With a Decree of Silence is in play, under your control, with two counters on it, if your opponent casts a spell, then another spell in response to that, what would happen? Decree of Silence current rules text: "Whenever an opponent plays a spell, counter that spell and put a depletion counter on ~this~. If there are three or more depletion counters on ~this~, sacrifice it. "

Answer: The Decree will counter both, and simply be sacrificed once the third counter is put onto it.

The decree is not sacrificed until 3 counters are put onto it, and before then it will continue to counter every spell your opponent plays until those three counters are put onto it. Then, even after it is sacrified, all "countering of spells" that it put onto the stack will still resolve, and still counter the intended spells.
3. A Prodigal Sorcerer taps to deal 1 damage to a Zuran Spellcaster (Same thing as Prodigal, with a different name). In response, the Spellcaster taps to deal 1 damage to the sorcerer. Which would survive, and which would die?

Answer: Both creatures die

Abilities exist independent of their sources, which means that after all the damage is put onto the stack, it will all resolve, even if the creatures that put them there die. For example, if a person chucks a rock at another person, and the second person chucks a rock back, both rocks will still hit (assuming they were thrown well), even if the people who threw them are hit.
4. The "Magic: The Gathering" Rules changed most drastically with the coming out of which set?

Answer: 6th Edition

Before 6th edition, new rules were simply added onto one another, creating a very strange system with many flaws and kinks. The rulemakers of MTG decided to start from scratch, and so the Stack was created, Interrupts were eliminated, and the entire system got a lot more simple, specific, and straightforward.
5. If Mark and Tom are both at 3 life, and Mark casts Lightning Bolt on Tom, and in response Tom casts Lightning Bolt on Mark, then how does the game end?

Answer: Mark loses the game, and Tom wins

The stack goes on a system of "Last in: First out", so whichever spell was cast last will resolve first. Therefore, Tom's bolt will resolve first, bringing Mark's life down to 0. When state-based effects are checked (before a player recieves priority, which will be right after the first spell on the stack resolves), Mark's life is checked to be 0, and the game ends.
6. Grindstone: "3:Put the top two cards of target player's library into their graveyard. If they share a color, repeat the process". If two colorless artifacts are hit, then will it repeat the process?

Answer: No

Artifact is not a color. Nor is "Colorless". The only colors are Red, Blue, Green, Black, and White, and if they don't share those colors, they don't share a color.
7. The card Book Burning states "Unless any player has Book Burning deal 6 damage to him or her, put the top 6 cards of target player's library into his or her graveyard". What does that mean?

Answer: Any player may take 6 damage. If none do, put the top 6 cards of target player's library into their graveyard.

Book Burning caused a lot of confusion, but a simplified text would say: "Unless a person lets ~this~ deal 6 damage to them, put the top 6 cards of target player's library into his or her graveyard".
8. With the coming out of 8th edition, a new change has been made about the draw step. What is different about the draw step now?

Answer: It does not use the stack

The draw step is changed so that a player draws a card immediately at the beginning of the draw step, before any effects take place. This allows a person to draw before effects like Howling Mine or Sylvan Library take place.

Answer: They can only sacrifice one permanent per turn to ignore this ability.

The ability is a static ability, so sacrificing a permanent will not use the stack, and nothing can be done in response to it. The "That creature's controller may sacrifice a permanent..." is part of the ability which will be ignored if a permanent is sacrificed, so therefore, once you sacrifice a permanent, the part that allows you to sacrifice permanents is no longer present, as it is being ignored.
10. What card forms an infinite mana combo when Animate Dead is used on it?

Answer: Worldgorger Dragon

The combo works like this: Animate dead brings back the dragon, the dragon's C.I.P. (come into play) ability triggers, removes the Animate Dead (along with all the persons lands) from the game. Since Animate Dead says "When this leaves play, destroy enchanted creature, it cannot be regenerated...", the WG Dragon is then destroyed.

It's "Leaves Play" ability triggers, and the Animate Dead and the lands (along with all the other permanents) are returned to play untapped. You can once again choose the dragon with Animate Dead to start the cycle over again, but you can first tap your lands for mana, then the loop begins again, once again untapping the lands, allowing you to get infinite mana.
11. The instant Orim's Chant states: "Target Player can't play Spells this turn". If Orim's Chant is played, then what happens to spells that player played before it?

Answer: They continue to resolve normally.

Unlike popular belief, Orim's Chant is not a counterspell. It cannot be used to stop spells that have already been played, as "Playing a spell" is defined as putting a spell onto the stack. Since this has already been done, the spells are in no way illegal, and would simply resolve normally.
12. The instant Gilded Light states: "You can't be the target of spells or abilities this turn". In response to an opponent's Incinerate (deal 3 damage to target creature or player), you play Gilded Light. What happens?

Answer: The Incinerate will not resolve at all

When Gilded Light is played, you become an illegal target. Spells that target check if their targets are illegal at two points, when they are played and when they resolve. It has already been played, so that won't stop it, but when it resolves and checks if you are a legal target, it finds you aren't, and thus is ceases to exist since it no longer has any legal targets.
13. The creature Blurred Mongoose states that "Blurred Mongoose cannot be countered". The spell Arcane Denial counters a target spell, then proceeds to let the spell's caster draw 2 cards, and the denial's caster to draw a card at the beginning of next turn. If the denial is cast on the Mongoose, what would happen?

Answer: The Denial would resolve normally, the Mongoose would come into play, and both players would be able to draw the extra cards.

The fact that Blurred Mongoose cannot be countered does not make it an illegal target for counterspells. It simply means that it cannot be stopped from coming into play by a spell that removes things from the stack, hence countering them. Arcane denial attempts this, but even though it doesn't counter it, the rest of the card still resolves, since it is not countered upon resolution.
14. If a 2/2 with protection from green blocks an Avatar of Might (8/8 Trample), what is the maximum amount of damage the 2/2's controller can take?

Answer: 6 damage.

Trample damage does not "carry over", it is assigned to creatures and/or players. If an 8/8 trample is blocked by a 2/2 (or any */2), the controller of the avatar may deal 2 damage to the 2/2, and the remaining 6 to the defending player. Even though the 2 damage is prevented, the remaining 6 still goes to the player.
15. Elvish Piper: "G: Put a creature card from your hand into play" Dream Halls: "Rather than paying the mana cost for a nonartifact spell, its controller may discard a card from his or her hand that shares a color with that spell" Phage the Untouchable: "When ~this~ comes into play, if you didn't play it from your hand, you lose the game." Answer: Playing Phage with the Piper would cause you to lose, but not with the halls

Putting Phage into play with the Piper is not "Playing it", it is simply putting it into play, which would cause you to lose. Dream Halls, however, provides an alternate cost for Phage, which still counts as "Playing it from your hand".
16. When you use Animate Land on a Forest, what will its creature type be?

Answer: It will not have a creature type

Forest, Land, and Basic Land are not creature types. Forest and Basic Land are land types, and "Land" is a card type. None of those are eligable for a creature type, so animated forests have no creature type.
17. If a player counters a spell with Power Sink, and the spells controller has enough mana to pay for the Power Sink cost with mana left over, can he let the spell be countered, and have all his lands tap anyway if he wants to?

Answer: Yes

Power Sink's current Errata says, "Counter target spell unless its controller pays {X}. If he or she doesn't, that player taps all lands he or she controls and empties his or her mana pool.", so if they don't pay X, the spell is countered, their lands are tapped, and their mana pool is empty, even if it was possible to pay X.
18. The DCI rule that states that players can only have a maximum of 4 of the same card (not including basic lands) applies to which tournament format(s)?

Answer: Only Constructed Formats

In Sealed Deck and Draft tournaments, you can have as many of a card in your decks as you want, assuming you get that many from the cards you recieve. This rule only applies to Constructed Tournaments.
19. If a card is restricted, then how many can you have in your deck if you compete in a tournament?

Answer: 1

The rule of Restricted means that you can only have a single version of that card in your deck. This is to limit the usefulness of overpowered cards, and to make the tournament scene more fair for newer players who don't have access to the powerful cards.
20. Jolrael's Centaur says, "Jolrael's Centaur cannot be the target of spells or effects". Therefore can it be stopped by a Circle of Protection: Green? Circle of Protection: Green current rules text: "{1}: The next time a green source of your choice would deal damage to you this turn, prevent that damage. "

Answer: Yes

Circle of Protections do not say target, so therefore they don't target. The only things that target are things that specifically say "Target" in the rules text, and Local Enchantments (I.E. Enchant Creatures, Enchant Lands, etc.), but only when the enchantment comes into play.

Local Enchantments (Enchant Creature, Enchant permanent...) only target when they come into play, otherwise they do not target.

Answer: You will still only be able to pay R for +1/+0, but it will have two instances of the ability

Two firebreathings would simply give it the ability twice, but each Red mana could only provide for one of those abilities.

Answer: Untap Step, Upkeep Step, Draw Step

All upkeep costs are paid after you untap, but before you draw.

Players recieve priority whenever a spell resolves. The person to recieve priority is always the active player after a spell resolves.
25. Bill taps his Prodigal Sorcerer to deal 1 damage. In response, Phil taps his Icy Manipulator (1,T: Tap target artifact, creature, or land) to tap Bill's Sorcerer. What happens?

Answer: The one damage is dealt, and Phil's Icy taps a tapped creature, accomplishing nothing

Costs cannot be prevented, since costs are paid immediately apon announcement of a spell or ability. Therefore, by the time the Icy's ability resolves, the sorcerer has already tapped, and tapping it again won't do anything. Still, a tapped creature can be tapped, so the Icy will accomplish nothing, but still resolve normally.
