Answer: Blue and red

Three of the Weirds have both a red mana symbol and a blue mana symbol in their mana cost, while three have a hybrid red/blue symbol. One is just blue, but spending red mana on it has an additional effect.

Answer: Whenever you cast an instant or sorcery spell

Only one of the three originally created Weirds had this phrase, but of the four that were created years afterwards, three of them had the phrase.

Each of the four with this phrase has a different second half. Three of them have their own card name in it. Here they are:
