A group of colonists that lived in a small fort built out of Palmetto logs defeated the British that were trying to capture Charleston Harbor. Since then the State has been known as the Palmetto State.

In 1998 the South Carolina Parks, Recreation, and Tourism started accepting design ideas for the South Carolina quarter. They narrowed it down to 5 designs. From there the Citizens Commemorative Coin Advisory Committee and the Fine Arts Commission narrowed the decision from 5 to 3. Governor Jim Hodges made the final decision by saying that the Palmetto Tree represents the strength of South Carolina, the Carolina Wren's song symbolizes hospitality of the State's people and the Yellow Jessamine flower is a sign of spring coming-part of South Carolina's natural beauty.

The Carolina Wren is perched on a twig of the state flower Yellow Jessamine. This is located on the left bottom of the design.
