This is a modern reference to many Roundworld music stores which have signs that say "No Stairway".

Well, it's not really bribery. Glod told the Quirm Mayor about the new "Music Tax" which came to $250 in Sto Lat and suggested paying it in advance. This convinced the Mayor to ignore the letter he had received from Sto Lat which is why he had been waiting at the town gates to begin with.

Mort is the name of Death's former apprentice who became the Duke of Sto Helit (and is Susan's father). Nobby thinks he sounded like a Leonard. Colon finishes the scene by saying, "For a moment there I thought he sounded like a Susan." He's right, of course.
