Answer: Morgan, the priestess

Uther initially has plans only for three guardians, but Morgan, eager to have her brother's exile lifted, suggests Arthur. When some of the other Kings of the Council support Morgan, Uther has no choice but to agree.

Nimue goes on to explain that the Knowledge of Britain involves the Thirteen Treasures which, when gathered, will help to bring back the old Gods who would help them defeat the Saxons.
