Carter was supposed to be suspended but he ended up with the FBI. They needed a joke of a cop to play baby sitter when Lee got there, because they didn't want a foreign cop involved. In the end Lee and Carter teamed up and they saved the girl from Juntao. It was actually really funny.

Carter chased Lee all around LA. He chased him on buses, off buses, through cars, and Carter chased Lee on a motorcycle while Lee was in a taxi. It finally ended when Carter pulled a gun out, Lee took that gun, Carter pulled out another gun, and then the taxi driver pulled out a gun. Carter and Lee dropped their guns with stunned faces. Carter said he was LAPD and Lee said in English that he was a police officer.

This shocked Carter because for the longest time he had assumed that Lee couldn't speak English at all.

He was a private collector and when Lee broke up the smuggling ring it was all taken from him.

Carter never lost his job because instead of being fired or suspended to begin with he was put on this "case". They ended up being so impressed by his work on the actual case, at the end, they offered him a position as a FBI agent.
Carter basically told them what they could do with the badge and then he told them he was LAPD and walked onto the plane to join Lee on their way to China.
