She speaks of a drug called Pax that they added into their air processors which was supposed to make people calm and peaceful, but it had an adverse effect on a percentage of the people, which led to them becoming extremely aggressive to the point of madness. The Operative's mission is to find River Tam. Although River is psychic, she is mentally unstable, and they do not know what kind of information she may or may not have floating around in her mind. There is great concern that she has inadvertently learned secrets about The Alliance (their version of government) that she shouldn't have.

This event sets the premise for the movie. The Operative will stop at nothing to retrieve River Tam, and Simon will stop at nothing to protect his little sister.

Mal shoots the young man in order to put him out of his misery, as surely being shot is far more merciful than the fate that awaits him in the hands of the Reavers.

The crew get together in the dining room to discuss what they should do about River, now that they know she is a "weapon" that the Alliance wants back at any cost.

The phrase "Eta Kooram Nah Smech" is Russian for "this is ridiculous" or translated literally means "to make the hens laugh".

At this point, no one yet knows who or what Miranda is, but they assume it may have some importance to The Alliance.

This is where they begin to realize that River may pose a great threat to The Alliance, which is even more of a reason to protect her and to get to the truth.

Inara begins to say that they aren't that far from Miranda, but Wash and Zoe jump in explaining that between them and Miranda is Reaver territory in which no one enters, not even The Alliance.

Mal asks him if he even knows why The Alliance has sent him to retrieve River, to which The Operative explains that it is not his place to question his mission, but he does tell Mal that he believes in a "better world, a world without sin".

This is where you may begin to realize that The Operative, as Inara had explained earlier, honestly believes in what he is doing, and if some people need to die in order for them to live in a better world, then so be it.

The crew are terrified to pass through Reaver space, but remain loyal to Mal, and against their better judgment, they abide by his decision.

By trying to mess with people's minds to get them to conform to what their idea of a perfect world would be, they destroyed the lives of the 30 million people living on Miranda. Mal takes the message device with him, with the intent of exposing it to all the other worlds to prevent something like this from ever happening again.

Mal broadcasts the message, and leaves The Operative alive, but incapacitated. He makes his way back to Serenity where the crew has just endured a brutal battle with the Reavers. Just as Mal arrives back on Serenity, The Operative's soldiers show up to kill them all, but before they do, they check in with The Operative for a final order.

The Operative, after having watched the broadcasted message and being horrified at learning the secret that he has been protecting all along, orders his men to stand down.
