The Jewish barber saves the life of Commander Schultz, whose plane has been shot down. The barber flies them both to safety, but he receives a concussion when the plane crash-lands and he loses his memory. The little barber spends the next twenty years in a hospital.

Garbitsch, who is Secretary of the Interior and Minister of Propaganda, is a parody of Joseph Goebbels, and Minister of War Herring is a parody of Hermann Goering.

One criticism of the film is that Chaplin breaks character because the frightened, meek barber could not have made such an eloquent, extemporanious speech, but Chaplin defended the final speech and it has become the iconic part of the movie.
