It turned out that the female sniper was a good guy, and that the bullets she had in her rifle were blanks, for the purpose of making Koskov's defection look real.

This quote came from the 1969 Bond film entitled, "On Her Majesty's Secret Service", starring George Lazenby as James Bond. Bond agitatedly said it in response to Ernest Blofeld's remark. Blofeld said, "A small slip. Takes more than a few props to turn 007 into a Herald." He said that Bond was nowhere near perfect in his disguise as a count.

When Bond said the line, he was referring to how Blofeld cut off his earlobes to disguise himself as a different looking person.

This quote was taken from the 1989 James Bond film, entitled "Licence to Kill", starring Timothy Dalton as James Bond. The line was spoken by James, after he was summoned by M for his reckless rogue antics. M ordered Bond to go back to his assigned mission in Turkey, but he refused. M had no choice, but to revoke James Bond's license to kill.

After M asked for Bond's gun, Bond said the line. After he said what he had to say, Bond beat up M's guards and ran off.
