These are Chanukah candles. They are to be kindled each night of Chanukah. One candle is added each evening of this eight-day holiday with a "helper" candle or Shamash used to light the candle(s) of the day. Forty-four candles will cover the holiday.

Answer: Shabbat and festivals

It is traditional to light candles on Friday night to welcome the Shabbat and to do the same on the night before a festival begins.
