Answer: Josh Lyman

The episode began with a view of The White House and Josh was seen, using his identification card, gaining access to the building and going to work. Donna saw Josh walking to his office and she mentioned that C.J. was looking for him. Josh reminded Donna that she should start off by wishing him a good morning and Donna wished him a good morning.

Right after Donna informed Josh that C.J. was looking for him, she told him that she made many contributions, to The Bartlet Administration, and she wanted a raise for her efforts. Josh said he could also use a raise and Donna reminded him that he was her boss but Josh also stated that he did not pay her. Donna stated that Josh had the power to recommend she get a raise.

Josh did not feel like talking to C.J. so he told Donna that he would go to his office and develop strategy since that is what he did and he wanted her to let C.J. know he was at the dentist in case she asked about him. As soon as Josh entered his office, he was stunned to see that C.J. was sitting in his char. C.J. told him that he was really stupid.

Leo commented that Morris, his friend, was on the plane but President Bartlet reminded him that many other Americans were also on the plane.

Sam, C.J., Josh, and Toby were all in a room and discussed the incident regarding the terrorist attack on an American airplane and Sam mentioned there was a report. In the report, a military officer, from Cromwell Air Force Base, stated that it was very patriotic there and President Bartlet should not visit or else he may not make it out alive. Josh stated the officer should not get away with that kind of statement since it could be construed as threatening the President's life.

C.J. asked Sam about the night he slept with the call girl and he informed her he had no idea the woman was a call girl. C.J. and Sam continued to talk about her and C.J. blasted him for sleeping with someone who lived so close to The White House. This was when C.J. assumed that Sam wanted to save her and be her knight in shining armor and he stated he would be there for her.

She urged Sam to let her protect him and to also protect President Bartlet. C.J. worked to get this scandal, involving Sam and the call girl, nipped in the bud so as to avoid anymore pressure building on The White House.

Josh stated the job usually went to a young, 25 year old, who excelled in academics, was responsible, discreet, and had a nice appearance.
