Answer: He organised opposition to the food

Diana was to have a five-season-long feud with the gardening staff, but it was Tom who flattened Harvey Baines' car, and at the very end of the series, almost does a bungee jump. It was is opposition to the food being served which gains admiration from Diana in the first episode.
2. Occasionally someone new came to Bayview and stirred things up a bit. One new resident, Daisy, seemed to be taking Diana's place as lead-resident. What was the final straw as far as Tom was concerned?

Answer: Daisy rearranged the tables in the dining room

Tom and Diana were having a few problems at this time, and Diana had put up a bamboo divider across their shared veranda space. It was only after Basil had spoken to Tom about losing either Daisy or Diana that Tom took action and organised a revolt in the dining room about the changes the (relatively) new resident had made.

All well and good, but Marion was an alcoholic pill-popping nymphomaniac who enticed the vicar to Wales with her. Throughout the series Marion had some wonderful scenes, not least of which was the one when she lay on the bonnet of Geoffrey's car in a drunken state and Geoffrey shouted at the impatient men in the line of cars behind. To a man they all listened to his woes, then got back into their cars to wait quietly.

I don't know if it is true that one rule covers all in EU law (but it sounds about right), but it certainly worked for Tom and Diana who were able to prevent the planning permission going through the local council by claiming that the 'endangered' frog was resident in the grounds.

After conning Diana into walking down the aisle (he threatened to do a bungee jump), Tom was the one who actually stopped the ceremony, much to Diana's relief. The series ended with Harvey and Jane getting married, something which would have been considered highly unlikely throughout the whole series of 'Waiting For God'.
