Dr Robbins said this when he was examining the first body in the morgue, he later discovered a piece of glitter between her toes, and was able to help the CSI's identify where she had been that night.

Cathering suggests later in this episode that clear drinks are used because you can't tell what they are. The killers may have been drinking water, and the victim's drinking vodka, giving the killers the upper hand.
