He is watching this because he has nothing to do. He states that "Saturday afternoon TV is so boring." I love it when they say that they are preparing the sand.

Everybody living on the street loves the rummage sale. Many people attend including Principal Skinner, Ned Flanders, Dr. Hibbert, Mrs. Glick, and, of course, the Simpson family.
