The show is set in Baltimore and filmed in the Fells Point area.

This is a little nod to Frank's Catholic background. Francis Xavier was a famous missionary priest. Frank went to a Jesuit high school, as most hard-core fans know (St. Ignatius).
3. What famous actor played cop-shooter Gordon Pratt?

Answer: Steve Buscemi

Buscemi is the man in this 2-part episode in which Felton, Howard and Bolander get shot. Frank destroys this guy in the box, but he gets out anyway--the system just doesn't work (or does it?).

Answer: David Simon

Simon used to be a crime reporter for the Baltimore Sun, and the book 'Homicide: A Year on the Killing Streets' is excellent. Highly recommended.
