Eventually during the run of "Deep Space 9" the Cardassians betrayed the Dominion and fought on the side of the Federation.

The Detapa Council consisted of civilians and was in charge of major decision making for the empire on paper, but the true ruling power seemingly laid within the military ranks until after the Dominion War of stardate 2372.

During the war, the council was overthrown and disbanded, only to be replaced by a series of failed attempts at governing the empire.

Members of the DS9 staff got to know the Garak well during the seven seasons that "Deep Space 9" was on television.
