1. The Sandman
Answer: Michael Rennie
Sandman (Michael Rennie) teamed up with Catwoman in two second season episodes. He uses hypnotic sand to control sleepwalkers. Sandman used the false name "Doctor Somnambula" as a front. Michael Rennie also portrayed Klaatu in "The Day the Earth Stood Still" (1951).

Minstrel was created for the TV show and appeared in two second season episodes. Minstrel was interesting in that he was a villain who refused to personally engage in violence. He was presented as an electronics expert and music was an important part of his crimes. Van Johnson appeared in many movies including "Brigadoon" (1954) and "The Caine Mutiny" (1954).
4. Colonel Gumm

Colonel Gumm appeared in two second season episodes. He was working as the foreman of a stamp factory and created a scheme to produce illegal green stamps. Personally I think he was overshadowed by The Green Hornet (Van Williams) and Kato (Bruce Lee) who were also in Gotham City at the time and who Batman and Robin thought might be criminals. During the 1966-1967 television season, The Green Hornet and Kato also had their own television show. Roger C. Carmel also portrayed legendary character Harry Mudd in two episodes of "Star Trek" (1966-1969) and one episode of the "Star Trek" cartoon (1973-1974).
5. Freddy the Fence

Freddy the Fence (Jacques Bergerac) did not have his own episode but he was a supporting villain in two second season episodes and the final episode in the third season (and the series). He operated a fencing school that was a front for his job as a fence - that is, someone who buys and sells stolen goods. Later in his career Bergerac left entertainment and became a business executive.
6. Lord Marmaduke Ffogg

Lord Ffogg (Rudy Vallee) was created by the TV show for the three third season "Londinium" episodes. He, with his sister Lady Penelope Peasoup, ran a boarding school for girls designed to turn out future villains. He had a pipe that could quickly produce a large amount of fog or smoke that would enable him to escape the scene of the crime. Rudy Vallee rose to fame in the 1920s and 1930s as an early crooner.
7. Chandell/Harry

Entertainer and pianist Liberace played both the blackmailed piano master Chandell and his criminal twin brother Harry. Harry was clever in that he had several female gang members whose job included getting in the way of Batman and Robin during the fights, effectively interfering since the characters would not allow themselves to harm females, even if they were criminals.
In real life, Liberace was known for his lavish piano concerts and he had his own television show in the 1950s.
8. Archer
Answer: Art Carney
Archer (Art Carney) was a villain created by the TV show that appeared in the first two episodes of the second season. He used a Robin Hood/archery motif in his crimes and his episodes featured some 'Olde English' from the narrator. Art Carney is probably best known for playing sewer worker Ed Norton on the classic sitcom "The Honeymooners".
9. Shame

Shame (Cliff Robertson) was a cowboy-themed hero who appeared in two second season and two third season episodes. The name Shame was a reference to the classic cowboy movie "Shane". Actor Cliff Robertson also portrayed John Kennedy in the 1963 film "PT 109" and Uncle Ben in the 2002-2007 "Spiderman" trilogy.
10. Cabala
