1. The Riddler
Answer: Frank Gorshin
Frank Gorshin was well known as a stand-up comedian. He appeared frequently as the Riddler in the first season of "Batman". Due to contract negotiations, he was replaced as the Riddler by John Astin in one pair of episodes during the second season. In another pair of second season episodes the scripts were rewritten to feature a similar villain called The Puzzler, who was played by Maurice Evans.
2. The Penguin

Burgess Meredith was one of the most popular choices among the staff of "Batman". Supposedly they always had a Penguin script at the ready if he was ever free for shooting. In later years he would also be known for his role of Mickey in several of the "Rocky" films.

Victor Buono also played the villain Count Manzeppi in two episodes of "The Wild Wild West". He enjoyed the role of King Tut as it allowed him to act very broadly. King Tut may have been the most successful of the Bat-Villains created for the television show.
5. Louie the Lilac

Milton Berle may be best known as the host of "Texaco Star Theater" in the early 1950s. He appeared as Louie the Lilac in two third season episodes. This villain was also created for the television series, although it has since appeared in other media.
6. Egghead

Vincent Price had a long and successful career, including starring in "The Last Man on Earth" and providing narration for Michael Jackson's "Thriller" video. Egghead was one of the villains created for the television show. He described himself as the world's "smartest" villain. To be fair, he was one of only a few Bat-villains on the show who discovered that Bruce Wayne was Batman.
7. Mad Hatter

David Wayne's career included appearances in Broadway shows like "Finian's Rainbow". His Mad Hatter villain was one of those who Batman also referred to him by name -- Jervis Tetch. Mad Hatter had a device that popped out of his top hat that could hypnotize people.
8. False Face

Malachi Throne co-starred in the television series "It Takes a Thief". He also made guest appearances in "Star Trek". He was reportedly unhappy that the show listed him in the onscreen credits as "?" and had him wear a semi-transparent mask that obscured his face. This might be why the character only made one two-episode appearance.
9. Mr. Freeze

Mr. Freeze was actually portrayed by three different actors: George Sanders, Otto Preminger, and Eli Wallach. The back story of Mr. Freeze was that a lab accident altered his body chemistry so that he needed to be in an environment of 50 degrees below zero to survive. He also played the role of Shere Khan in Disney's animated version of "The Jungle Book".
10. The Bookworm

Roddy McDowell may be best known for appearing as Cornelius or Caesar in several of the "Planet of the Apes" movies. The Bookworm was a Bat-villain created for the show who was a frustrated novelist. His henchmen had to remember to take off their glasses before they fought Batman and Robin.
