While the power did briefly flash out, the containment chambers were not opened. None of the aliens escaped though. The only criminal aliens in the DEO building were the white martian disguised as Winn, and a second one disguised as Alex that was discovered much later.

While he was fighting with J'onn, M'gann picked up a lead pipe and killed him. As she did it she told him his journey was done.
