Answer: We never find out; he is simply "The Mayor"

He is referred to as "Mayor" or "Mr. Mayor" throughout the series; in an episode in which he presents a big check to Tom Peters, the signature line on the check is signed "The Mayor".
2. What is Tom Peter's maiden name?

Answer: Pickle

Apparently Tom took Joy's name. When the Mayor informs Tom that he's not on the invite list for Gibbons' surprise party, Tom asks the Mayor to check the list under his maiden name, Tom Pickle. Also, Tom's dad introduces himself to the Mayor as "Walt Pickle". In addition, when Tom has a flashback to a poem he wrote for his mother when he was in school, the paper says "Tom Pickle".
