It's clear that Bartlet is in two minds about pardoning Toby, and it's not until the very last minute that he signs his name. Jed takes his time leaving the office, clearly very emotional about moving out and never returning.

In his first Presidential briefing, Santos does indeed say "what's next?" to his staff, continuing the great Bartlet tradition. However, the final line of the show is reserved for Bartlet, who, in response to his wife's question "what are you thinking about?" he simply says "tomorrow". A poignant end to a classic show.
