Tifa wonders on the cliffs with Cloud, who is unaware Tifa likes him. This takes place before the fight with Sephiroth. You're outside North Cave. The other characters have gone to see their loved ones.

It is said in a conversation after taking with Jessie on the way to the next reactor. They are talking as they look at the blue screen on the hijacked train. They are looking at blueprints of the reactor.
