Bowser Jr. takes a while to unlock when going by the race count, taking one of the biggest numbers of any of the characters. This is easily not one of the first characters unlocked, but if you get at least one star on all retro cups of 100cc, you will have him as a playable character.

One of the only character available for strictly online unlocking. Baby Luigi can be unlocked at the start of the game, or the end, depending on how much time you spend online. It can also be unlocked by unlocking Expert Staff Ghosts, but it takes more the six Expert Staff Ghosts to unlock him.
