Wrap and Pay Day are attacks that MissingNo from the "Pokemon Yellow" version knows. In Red and Blue, its attacks are Water Gun and Sky Attack. Fly can be learned with HM2.

2. Which of these HMs can MissingNo learn?

Answer: Fly

Fly is the only Hidden Machine (HM) MissingNo can learn. Since he has a high attack stat, Fly is a very good attack to teach it. Unlike sky attack, it will make miss an opponent's attack on the first turn, unless it is Swift attack.
