Dan first appeared in "Street Fighter Alpha" as a secret character. He did appear in "Street Fighter Alpha 2" and "Pocket Fighter", but he didn't appear in "Street Fighter 2" because he wasn't even created yet. He also got to star in many other Capcom games like the "Marvel vs. Capcom" series and the "Capcom vs. SNK" series.

In the first "Art of Fighting" games Ryo, Yuri and Robert had a simple set of special moves that was an exact copy of Ryu's and Ken's movelist. On top of it Ryo looked (and he still looks) like an exact copy of Ken. Capcom got mad and they created Dan, one of the weakest joke characters around and a good parody of Ryo, Yuri and Robert.

Dan has only 4 special moves - "Gadoken", "Kouryuken", "Dankukyuaku" and "Premium Sign". While he has a total of 7 different taunts, 3 normal (a standing taunt, an air taunt and a crouching taunt), 2 special taunts (one rolling forward and one rolling backward) and 2 super taunts ("Super Chouhatsu" and "Ultimate Chouhatsu").

Takuma Sakazaki is the father of Ryo and Yuri, which Dan parodies, so Capcom decided to Parody Takuma as well. The person that shows up during Dan's moves wears a karate gi like Takuma and wears a Tengu mask just like Takuma when he disguises himself as Mr. Karate, but unlike Takuma this person also shoots laser beams from his nose.

I don't know if this was on purpose or not, but this is evidently a Johny Cage parody. During "Premium Sign" Dan does the same thing that Johny Cage during his "Friendship" move, he gives his opponent an autograph.
And note that this is Dan's weakest move so far (and he got this move only in "Marvel Super Heroes vs. Street Fighter" and "Marvel vs. Capcom 2"), but on the other hand, how much damage do you expect to do by throwing a piece of paper at your opponent.

Even though Blanka and Dan are friends (according to official info Blanka once saved Dan's life in the jungle), Dan never asked Blanka to be his student. But he did ask Sakura to be his student numerous times in "Street Fighter Alpha 3" and "Pocket Fighter".
Also, after Sagat lost to Dan on purpose in "Street Fighter Alpha 2", in "Street Fioghter Alpha 3" Dan ordered Sagat to be his student and challenged him to another duel, but Sagat wasn't going to lose on purpose twice, and so Dan got a serious beating.

Dan's fighting style is called "Saikyou" which means "The Strongest", but is the exact opposite of it's name.
Dan studied Shotokan Karate under master Gouken (the one that also tought Ryu and Ken) after his father was killed, but was thrown out of the dojo when Gouken discovered that revenge was Dan's only purpose. That's when Dan developed his "Saikyou" style.

Answer: Norimaro

Norimaro is a tourist and a maniacal fan of Chun Li (he entered the competition just to get a picture with her). And he is the only character that has special moves weaker than Dan's. Mainly, he fights by throwing stuff from his bag at the opponent or by dressing as Megaman.
But note that Norimaro only appeared in the Japanese version of "Marvel Super Heroes vs. Street Fighter".

Go Hibiki, unlike his son, wasn't a Shotokan Karate fighter but a Muai Thai fighter. He fought in a Muai Thai tournament where he fought Sagat. During the battle, Go destroyed Sagat's eye and the enraged Sagat killed Go. This is why Dan want's revenge on Sagat. In "Street Fighter Alpha 2" Sagat felt sorry for Dan and when Dan challenged him, he let Dan win.
