Answer: High skill ratings

It is entirely possible to have an officer with a professionalism rating of 5 be more useful than one with a professionalism rating of over a thousand. Every officer has five skills: Strength, Speed, Intelligence, Stealth and Negotiation. Each of these skills can have up to three points each; the more, the better.

When responding to crime, high skill ratings are needed to ensure the officer can properly deal with the threat on hand. These skill ratings can be enhanced either through Training mode, Tactical missions, or via level ups the officer receives for every 50 professionalism points they acquire while being a member of the force.

Answer: Hat wearers are loyal to Jack

A cop without a hat will sometimes disobey an order Jack gives. They will also refuse to work two days in a row, and the player cannot control them on tactical missions, causing them to potentially become enormous liabilities. Hat wearers will always show up to work as long as they have enough stamina, will never disobey an order Jack gives, and are manually controlled by the player in tactical missions.

Some police officers are chronic drunks, will frequently report to work drunk, and will put themselves and others at risk when sent on the road to respond to crime. Alcohol treatment costs $750, though it has a 2/3 chance of failing to actually cure a cop's alcoholism. Every other vendor in the game is to be trusted however, as they will always accomplish whatever it is they are tasked to do.

Jack acts as Sheriff Lilly Reed's deputy.

On the run from Freeburg law, Jack moved to Sharpwood under a different name. Only a very small selection of people know who he actually is in the city.

Answer: Pay him

Jack agrees to pay Mr Fry a total of $80,000 over the course of one month in return for his Silence. A sum of $20,000 is due on every Monday in December.

Regardless of the outcome, a heavily annoyed Jack will call in a favor from the mafia- that end up kidnapping Carter and hanging him by a noose in a tree in his own backyard. Jack does this because he feels Carter will end up gaining Sheriff Lilly's favor and will result in him getting let go.

Answer: He believes Lana is in love with Jack

He cites numerous phone calls Lana had with Jack before the two became enemies. These phone calls definitely did suggest Lana had a crush on Jack, and that perhaps those feelings were returned. As Jack is wanted by the law, the judge feels the case is a conflict of interest and orders Lana to be suspended from her job until the case is resolved.

Answer: Sniper

The Sniper cannot be used in tactical missions, nor can their stamina be restored, and they do not have professionalism points or skill ratings. The Sniper also never shows up to work drunk, never fails to report to work in general, never refuses any orders, and will always gain back 100% of their stamina on each day.

However, in particularly large crime, such as armed robberies, mass riots or hostage situations, they can provide useful cover fire and lethal accuracy that can be the difference between a failed mission that results in the deaths of dozens, and successful missions with no or limited casualties.

The Sniper can accompany the police on no more than two missions per day.
10. Unlike its predecessor, this game has also removed dedicated Detectives from Investigation missions. What unit takes the place of Detectives?

Answer: Police officers

Cops pull double duty, though they are exempt from field work by default if asked to spend the day finding clues and evidence for an Investigation. Doing this reduces a police officer's stamina by half their maximum amount regardless of whether they found no clues or evidence, or found a lot of clues or evidence.
