According to the site below, 14-year-olds in South Dakota and Kansas may drive, though in the latter only with a parent. This is not surprising, since states with large farming populations have had a tradition of granting special permits to young students who live at a substantial distance from schools and who may have learned to drive early in order to assist on a family farm.
" A Farm Husbandry Permit authorizes the operation of farm husbandry equipment. Farm husbandry equipment is defined as off road vehicles designed for agricultural, horticultural or livestock-raising operations or for lifting or carry an implement of husbandry. Minimum age 13 if you live on a farm or 14 if employed on a farm for compensation. "
This includes "Pick-Up" trucks and Horse Carriers.
In Alaska a farm kid doesn't even have to have a license at all if he's driving a piece of equipment on the highway between fields. I would imagine this could be true in other states as well.
In Mississippi, like Alaska, you are exempt from needing a license if you are driving farm equipment, or get this, road machine equipment or a military vehicle.
