Locke was one of the men Roose Bolton set out to capture the escaped Jaime Lannister. Locke managed to find Jaime and planned to bring his captive back to Roose Bolton. Jaime tried to buy his way out of captivity. Instead of accepting his offer, Locke decided to take things in his own hands, by chopping off Jaime's hand. Unfortunately for Locke, Roose Bolton did not approve of this.
