To castle the king, there must be no pieces between the king and the rook on his side. At the start of a chess game, a knight and bishop stand between the king and rook. The knight can jump over other pieces, so it can be moved on the first turn. Then A pawn has to be moved to clear a path for the bishop. On the third move, the bishop can leave its square.

The king and rook can perform the castling maneuver on the fourth move, separating the White Queen and the king and hopefully allowing cooler heads to prevail.
