Uruguay were the hosts of the first ever World Cup, one that most European teams refused to enter, even though the hosts agreed to pay all traveling and hotel expenses for the competing teams.

Answer: 13

The 13 entrants were split into four groups, three groups of three countries and one group of four, with the winners of each group meeting in the semi-finals.
