Answer: Alliterative

All, era, Ti and VE with 'it' inserted. You're combining quite a bit here, with 'all' relating to everyone and 'era' being an historic age. Titanium is denoted by the letters Ti while VE is short for victory in Europe towards the end of World War II.

Putting all those together and putting 'it' between all and era creates alliterative, which describes the poetic device of using the same letter to start all, or most, of the words in a line for emphasis.
