1. Turquoise super low-rise skirt
Answer: Paris Hilton
Paris Hilton wore a two-piece turquoise outfit to the 2003 MTV Movie Awards. The top was a one shoulder piece and the bottom an incredibly low rise skirt. Paris Hilton is a media personality well known for wearing provocative, barely there clothing. She started her career as a model and a reality TV show for a while called "The Simple Life" which ran for five years on MTV.
She is also rather well known for her leaked sex tape and other moments of over-exposure.
2. Raw meat dress

Lady Gaga, the American singer and actress, has worn some incredibly iconic red carpet looks but her meat dress takes the cake. She wore a dress made of raw beef to the 2010 MTV Video Music Awards. Lady Gaga got mixed reviews but a whole lot of attention as a result of the dress. "Time" named it the fashion statement of the year, "Vogue" named her one of the best dressed people of 2010 however PETA, the animal rights activist group, condemned it as offensive.
The dress was displayed in the Rock and Roll Hall of Fame in 2015.
3. That swan dress

Icelandic singer/songwriter Bjork was nominated for an Oscar for her song "I've Seen It All" in 2001 and Bjork wore the now very famous swan dress to the ceremony, which caused a big stir. Fans of Bjork already knew her as eclectic, creative and avant-garde and probably weren't too surprised by the outfit, however Bjork was widely criticized for the outrageous and outlandish choice of dress.
The dress got its own Wikipedia page and has become one of the most iconic red carpet looks.
4. Bob Mackie black headdress

Who can forget that hideous and outrageously tall headdress that Cher wore to the Academy Awards in 1986? Cher was expected to be nominated for her role in the movie "Mask" but was not and the dress and headdress choice was largely seen as a way to get back at the stuffy and serious Academy.
The dress was a two-piece black sequined gown and that showed off her midriff and the headdress was an over the top feathered piece. Bob Mackie, famous for other outlandish designs for celebrities such as Elton John, Diana Ross and RuPaul, designed the outfit.
5. Green Versace plunging neckline

Jennifer Lopez wore a green Versace dress with a neckline that plunged well past her navel to the 2000 Grammy Awards and the eye-catching dress helped make Versace a household name. The dress was designed by Donatella Versace and a replica sat in The Grammy Museum (as of 2015, Lopez owned the original dress still). About a month before Lopez wore it to the Grammy Awards, Spice Girl Geri Halliwell (Ginger Spice) wore the dress to the NRJ Music Awards in France and failed to receive any attention.
6. See-through chainmail dress

In 1998 Rose McGowan walked the red carpet of the MTV Video Music Awards with her then-boyfriend Marilyn Manson. Manson is well known as a controversial and shocking figure however it wasn't Manson who received attention at this event, it was his girlfriend Rose McGowan for what she wore, or rather, didn't wear.
Her look was a chainmail dress that was completely see-through, all she wore underneath was an animal print thong.
7. White backwards suit

In 1999 when female celebrities were wearing long, feminine, tulle gowns with trains, Celine Dion showed up to the Academy Awards red carpet wearing a white Dior suit with a backwards jacket, a pair of sunglasses and a fedora. At the time, she was panned for her outfit choice because it was so unlike anything anyone else was wearing but it was fashion forward - classy, sexy and high-fashion in my humble opinion.
8. A chandelier dress

There have been many iconic moments on the red carpet of the MET Gala, including Naomi Campbell's grunge look, the gorgeous yellow robe Rihanna wore, Cardi B pregnant and bejeweled, and Lady Gaga's twenty-five foot magenta train. However none of them had the nerve to wear a fully functional chandelier as a dress.
In 2019 Katy Perry wore a chandelier dress that lit up (both the dress and the corresponding headpiece worked as chandeliers) designed by Moschino and very fitting for the theme of "Camp: Notes on Fashion."
9. Christian Siriano velvet tuxedo gown

Billy Porter is not one to shy away from iconic fashion moments. He's worn feathers, gowns, capes and rocked bold and beautiful colors and fabrics. At the 2019 Academy Awards, he wore a velvet tuxedo gown designed by American designer Christian Siriano.
The top was a tailored tuxedo jacket worn over a flowing velvet strapless gown. If you're a fan of Porter, you know he's going to push boundaries and masculine/feminine rules and he did just that at the 2019 Oscars.
10. Black Gap shirt

At the 1998 Academy Awards, Sharon Stone wore a white button down Gap shirt with a lavender Vera Wang skirt and although this look was iconic, it wasn't the first time Stone wore The Gap to The Oscars. In 1996 she wore a simple black Gap t-shirt that she has since claimed she wore in an emergency because her original outfit choice was not coming together.
In an interview on Naomi Campbells YouTube series "No Filter With Naomi" Stone talks about how the black Gap t-shirt filled in for a disaster. This look ended up becoming one of the most talked about red carpet looks.
