Answer: He made a genetic blueprint of Oliver from a microscopic sample of DNA culled from Superman's clothing.

Chuck Dixon planned to bring the original Green Arrow back from the dead by having Hal Jordan pull him from the fatal plane crash in the instant before the explosion, but Kevin Smith chose to have Parallax steal his old friend's DNA from the cape Superman was wearing at the time the tragedy happened.
2. Why was Connor able to get inside the brownstone when Batman, Black Canary, and Arsenal weren't?

Answer: He's Oliver's natural son.

Stanley Dover had put a "blood seal" on the building -- a magical spell blocking entrance by anyone who wasn't a blood relation of someone in the house.
3. Why was Green Arrow a "hollow" -- a husk with no soul?

Answer: Ollie's "soul" refused to leave heaven.

Oliver, having found true peace for the first time ever, refused to give it up and return to his miserable life. He finally agreed to let Hal resurrect his body only.

Oliver would only allow Hal to resurrect him at the point in his life when everything was great, before the first time he killed. As a result, the "husk" Green Arrow had no memory of the last ten years until body and soul were joined. As Batman discovered, he is also physically ten years younger, lacking any of the scars acquired in the intervening years. Good thing, too -- Ollie was pushing fifty when he died!
