Answer: Captain Cold

Captain Cold ("Showcase" #8, 1957) keeps the rest of the Rogues in line with a strict code (no excess killing, no drugs, etc.), to keep them focused and eliminate unnecessary risks, as well as to protect their reputations. The number one rule: Never kill a speedster. They may oppose the Flash, but know that if they cross that line, they will never be safe.

On one visit to "Six Flags Great Adventure", I passed a pair of actors dressed as the Joker and Captain Cold and I identified them for my daughters. The "Joker" overheard me and broke character to thank me, since I was the first person to know who Captain Cold was - most people were (incorrectly) calling him Mr. Freeze.

Scudder ("Flash" #105, 1959) invented the mirror technology, but died during "Crisis on Infinite Earths", 1985. In "The Flash" live action television series (1990), David Cassidy played Sam Scudder, the Mirror Master.

McCulloch ("Animal Man" #8, 1989) has a cocaine habit which puts him at odds with Captain Cold's "no drugs" policy for the Rogues.

Rathaway ("The Flash" #106, 1959) retired from villainy after "Crisis on Infinite Earths", 1985. He also came out as one of DC's first gay characters at the same time, and joked that he was a criminal that had "gone straight".

Mardon ("The Flash" #110, 1959) had sired a son, Josh, who demonstrated weather controlling power. Josh was killed by Inertia in "Final Crisis: Rogues' Revenge", 2008.

James Jesse ("The Flash" #113, 1960) was killed during "Countdown to Final Crisis", 2007. Mark Hamil played James Jesse, the Trickster, in "The Flash" live action television series (1990). Hamil's character foreshadows the voice over work he would later do in various media as the Joker, starting in 1992.

As the youngest and newest Rogue, Axel Walker ("Flash" #183, 2002) is often chastised by the older, more experienced members.

Harkness (Flash #117, 1960) used different boomerangs that were razor sharp, exploded, etc. He was killed for the last time in "Identity Crisis" (2004) as he assassinated Jack Drake, father to Tim Drake (Robin).

The new Captain Boomerang is Owen Mercer ("Identity Crisis" #3, 2004), Harkness' son. Mercer uses boomerangs but also hast short bursts of super speed. After a brief time with the Rogues, Mercer is trying to make his way as a hero.

Dillon ("The Flash" #122, 1961) was driven insane when brainwashed by Zatanna into becoming a hero. During this time, he uses his mental powers to convince some of the Rogues (Pied Piper, Trickster, and Heat Wave) to stop being villains. When Zatanna reverses her spell in "Identity Crisis" (2004), the Top reverses his own reprogramming of the Rogues.

He is killed by Captain Cold for his transgressions against the Rogues.
