Peggy was named Margaret Josephine, after her two aunts. She and her twin brother, Rix, were born in India.

Peggy's parents, Dick and Mollie Bettany, left Peggy and Rix in Austria with Madge and Jem Russell. They lived there along with their younger sister, Bride, because the climate in India was not thought suitable for young children.
