All of these characters are members of the Advance Guard from the Order of Phoenix who come to "rescue" Harry from the Dursley's. This scene is where we are first introduced to the Auror Nymphadora Tonks, or "Tonks". Tonks is a metamorphmagus, meaning she can change her appearance at will.

She mentioned that this trait helped her pass the Concealment and Disguise portion of her Auror test...this was good because she is "dead clumsy" and almost failed her Stealth and Tracking portion!

Mr. Weasley is "obsessed" with all things Muggle! Along with collecting batteries and plugs, he has pictures of muggle cars, a dismantled car engine, two illustrations of postboxes (apparently cut from a children's book), and a diagram showing how to wire a plug on his office wall at the Ministry of Magic.

With the death of Dumbledore, that position is once again vacant...we'll have to wait until book seven to see if Acting Headmistress, Professor McGonagall, becomes the permanent replacement.
