After America gained independence from Great Britain, the states formed a government under the Articles of Confederation. The Articles gave very little power to the federal government. The thirteen states were acting as independent countries. This created many problems which caused a need for a new form of government. The number can change as the state's population changes. Washington D.C. is included due to the 23rd amendment added to the Constitution. To win the election a candidate must receive a majority of the votes.
