The first of these events happens to be the Potsdam Conference which took place in Potsdam, Germany from July 17 to August 2, 1945. Here, U.S. President Harry Truman, along with British Prime Minister Winston Churchill (and later Clement Atlee) met with Joseph Stalin which was convened to decide the fate of Germany after WWII. The second of these events took place during the 1952 campaign when U.S. Presidential candidate Dwight Eisenhower met and campaigned with Joseph McCarthy in Green Bay, Wisconsin. Though Eisenhower was wary of campaigning with such an unpopular figure, he felt it necessary to win Wisconsin's electoral votes. The last of these events took place on November 19, 1952, when Truman met with Eisenhower at the White House to discuss the transfer of power. The meeting was described as being, "stiff, formal, embarrassing, and unrewarding".

The connection, starting with Stalin, goes as such: Stalin meets with Truman at the Potsdam Conference, Truman discusses the transfer of power with Eisenhower at the White House, Eisenhower campaigns with McCarthy in Wisconsin.

So we can connect Joseph McCarthy and Joseph Stalin in three steps therefore giving Stalin a "McCarthy number" of three. If anyone can connect them in less steps, I'd be fascinated to know!
