1. What was the precious resource that allowed(according to Congress) the U.S. to claim any uninhabited island anywhere in the world and declare it a U.S. territory?

Answer: Guano (bird droppings)

Guano was used as fertilizer in the 19th century. It was mined and its collection was highly profitable. The U.S. still controls 8 of the 79 territories claimed by the Guano Act of 1856.
2. Which U.S. territory is closest to the mainland and is crawling with scorpions?

Answer: Navassa

All are located in or near the Caribbean. The Bahamas are closer than Navassa but, they are an independant commonwealth and former British colony. Former Secretary of the Interior Bruce Babbit(in charge of the territory) once said 'I have never heard of Navassa'.
3. How many U.S. territories do not have any indigenous inhabitants?

Answer: Over half of them

Only five have indigenous inhabitants. However, the remaining territories only have about twenty square miles of land.
4. Are the native inhabitants of U.S. territories U.S. citizens?

Answer: Yes, with the exception of American Samoa

American Samoans are U.S. nationals. Although territories do rule themselves, inhabitants are also U.S. citizens. They enjoy the same right as anyone else in the 50 states with the notable exception of being able to vote in presidential elections.

Answer: True

All are considered commonwealths. However, most federal laws still do apply.
