This was Terry Pratchett's first Discworld book published in 1983. The Luggage has also appeared in 'The Light Fantastic', 'Sourcery', 'Eric', 'Interesting Times', 'The Last Continent', The Last Hero'.

As the character of The Luggage develops over the books, it is hard to imagine that it allowed itself to be carried.

We do not meet Carrot until the book 'Guards, Guards'; and can you imagine anyone trying to arrest The Luggage? The riot in the Broken Drum (which leads to it being burned down by the owner to take advantage of his new 'inn-sewer-ants' policy) takes place at the beginning of 'The Colour of Magic'. The inn is rebuilt as the Mended Drum in 'Guards, Guards'.

In fact he says, "It was a very cheap one. I always thought there was something a little warped about it, to tell you the truth."
