As his sub cruises close to a ocean-side golf course, Dodge deftly hits a 7 iron very close to the pin. His commanding officer Carl Knox (William H. Macy) appears on the bridge and snidely asks if they should pull in so he can putt out.

Graham tells the board about how Dodge had a brushing incident with a Soviet sub, "not exactly a promotional bell ringer". To further support his opposition to Dodge, Graham relates the story about when Dodge was an ensign he got drunk and got a tattoo on "his genitalia".

Admiral Graham seems to take a sadistic delight when a horrified Dodge first sees his new boat, a rusted World War II diesel sub. "I'd be better off in the Merrimac", Dodge laments to the smirking admiral.

Satellite photos show that the Russians are selling off their old diesel subs to potential enemies of the U.S. Winslow wants to test the efficiency of the U.S. nuclear navy against a renegade in an old diesel submarine. As motivation, Winslow agrees to consider giving Dodge the command of a nuclear sub if he is successful in the mission.

Immediately upon meeting his new captain, Engineman 1st Class Brad Stapanek insults Dodge and admits to being grossly insubordinate and deserving 30 days in the brig. Although Pascal goes ballistic, Dodge instructs Stapanek to board the ship, adding that if he throws him off it will be in the middle of the Atlantic.

When Dodge is introduced to the very pretty Lieutenant Emily Lake (Lauren Holly) he says that there must be a mistake as women are not allowed on submarines. Lake announces that she is part of a new pilot program, recently started by Admiral Graham, to evaluate women serving on submarines. Later, two crew members intentionally shrink her uniform in the laundry making for a very revealing crew formation as Lake is barely able to button her blouse.

"You'll hang for this", protests Pascal as the brawny Stapanek guides him over the board plank. "Mommie" cries the blindfolded Pascal as he falls off the end of the board into the nets of a cooperative, commercial fishing vessel.

Hearing diesel engines on sonar, Knox rules out a submarine, but decides to check out the source. Dodge surfaces the Stingray and has a helmsman string lights on the periscope. From the Orlando's periscope at night in a rough sea, the Stingray looks like a fishing boat and the sound of "Louie Louie" is heard on sonar. Later, Dodge has his sonar technician use his ability to imitate whales to escape detection.

The Stingray then hides under an oil tanker on the way to Norfolk.

Answer: No promotion

Not only had Graham cut the containment area of the war game in half without authority, he personally took command of the Orlando and ordered a blockade of Norfolk with surface vessels and aircraft. Dodge was still able to penetrate the screen and blow up a mock ship in the harbor. Graham had earlier reminded Winslow that he was up for a third star. Winslow takes some delight in telling Graham that he can forget about a promotion.

Apparently Dodge's "welcome aboard" private parts tattoo is near-legendary in the Navy. XO Pascal refers to the "weenie tattoo" as a reason why Dodge was assigned to the rusted Stingray and even the lovely Lt. Lake is curious. There has been palpable chemistry between the characters Dodge and Lake, with her kissing him once.

After hearing her question, Dodge puts his arm around her and calls her Emily, leaving their future together up to the viewer's imagination. As the movie credits roll, the Village People and cast do a song and dance number to "In the Navy".
