1. Goldfinger (1964)
Answer: Auric Goldfinger
Auric Goldfinger was played by Gert Fröbe, although he was voiced over by Michael Collins because of his poor English skills. It was Goldfinger who gave us the memorable quote, "No Mr. Bond, I expect you to die."
In the film, Goldfinger has the goal of setting an atomic bomb inside Fort Knox, which would contaminate the gold reserves and cause a financial meltdown in the United States. This would, in turn, increase the value of Goldfinger's own substantial gold hoard.

2. Thunderball (1965)
Answer: Emilio Largo
Emilio Largo was played by Italian actor Adolfo Celi, with a voiceover by Robert Rietty. As the second in command in the nefarious SPECTRE organization, Largo works for Ernst Stavro Blofeld. While both characters are in this movie (Blofeld played by Anthony Dawson), Largo is the key antagonist in the film.
Largo's intent in "Thunderball" is to hold either a British or an American city hostage with stolen nuclear devices, in exchange for £100 million in diamonds.
The character of Emilio Largo, with his eyepatch, formed the basis of Dr. Evil's henchman 'Number Two' in the "Austin Powers" movies.

3. On Her Majesty's Secret Service (1969)
Answer: Ernst Stavro Blofeld
Ernst Stavro Blofeld is the man at the head of SPECTRE, and is the mastermind behind the plots in many of the "Bond" films. In some films, he is behind the scenes, while in others he faces off against Bond directly. In "On Her Majesty's Secret Service", Blofeld was played by Telly Savalas.
Blofeld's plot in this film is to abduct beautiful women from around the world to use as the means to spread a deadly virus that can destroy crops and livestock. In exchange for NOT doing this, he demands amnesty for his previous crimes, to have his title as the Count De Bleuchamp recognized, and to retire to private life.

4. The Man with the Golden Gun (1974)
Answer: Francisco Scaramanga
Francisco Scaramanga is the world's best assassin, asking $1 million per hit. He was played by Christopher Lee. His signature golden gun can be cleverly disguised in four parts: a gold cigarette case; a gold cigarette lighter; a gold fountain pen and a gold cufflink.
In the film, Scaramanga reneges on a contract by killing both his target and his contractor, stealing a device called the solex agitator, a device capable of controlling solar energy. The theft (along with the abduction of a female MI6 agent) lures Bond to Scaramanga's island fortress, where the villain wants to test himself in against the man he considers his only rival.

5. Moonraker (1979)
Answer: Hugo Drax
Portrayed by Michael Lonsdale, billionaire Hugo Drax is a megalomaniac who (among other things) claims to own the Eiffel Tower, but can't get the French government to issue him an export permit to let him move it to his home in California. His Drax Industries company constructs space shuttles for NASA.
When one of his shuttles is stolen, Bond eventually learns that Drax intends to eradicate the human population by dispersing a lethal toxin from space, then to repopulate the world with his own select group of people.

6. License to Kill (1989)
Answer: Franz Sanchez
Franz Sanchez, played by Robert Davi, is a drug smuggler who is captured by Bond and his CIA associate Felix Leiter. After escaping, Sanchez gets revenge by maiming Leiter and murdering his newlywed wife. Bond goes off book to track Sanchez down in retribution.
Sanchez, apart from getting so intimately involved in the game of revenge, tries to mastermind a plot to smuggle cocaine to Asia that has been dissolved in gasoline. The Asian drug lords that can meet his price would then be given the re-integration process to retrieve the cocaine.

7. Goldeneye (1995)

Sean Bean played the role of Alec Trevelyan, the former agent 006 who betrays Bond and MI6 while faking his own death. He turns up again nine years later as Janus, the head of a crime syndicate that engineers the theft of an experimental Tiger helicopter.
Driven by personal revenge from a tragic childhood, Tevelyan aims to rob the Bank of England, then cover it up with an electromagnetic pulse (EMP) from the GoldenEye satellite, causing a financial crisis.

8. Tomorrow Never Dies (1997)

Elliot Carver is a media mogul played by Jonathan Pryce who has his aims set on a global media empire and all the wealth and power that comes from it.
In order to achieve his goal, he devises a plot to instigate a war between China and the UK, thereby forcing a change in the Chinese government to one that will make a new broadcasting arrangement with his company.

9. Casino Royale (2006)
Answer: Le Chiffre
Mads Mikkelsen plays the part of Le Chiffre in Daniel Craig's first "James Bond" film. Le Chiffre is a financier of terrorists, as well as a mathematical genius who uses his skill to make money at games of chance. His blood-weeping eye makes for a very distinctive villain.
Bond interferes with a money investment scam by Le Chiffre that also leaves the villain on the outs with his new client, Mr. White (connected with Quantum, then later connected with SPECTRE). When Le Chiffre attempts to use his number-crunching skills to recoup his losses at a high-stakes poker game, he is once again thwarted by 007.

10. Skyfall (2012)
Answer: Raoul Silva
Raoul Silva (portrayed by Javier Bardem) is a former MI6 agent who wants revenge against M for betraying him and leaving him to die after being captured during a mission.
Now a skilled cyberterrorist, Silva hacks the MI6 servers and publishes the names of MI6's agents, in an effort to discredit M and cause her downfall. Once she is forced to resign, he then plans to complete his act of vengeance and kill her.
