1. "I want you to accompany the boy. He'll be in your charge...take care of him."

Answer: Governor Swann

This is said early in the movie, after the young Elizabeth first spots Will Turner and he is brought aboard the ship she is sailing on. When the wreckage of ship that was beset upon by the crew of Black Pearl comes into view, the crew of Norrington's ship prepares to look for survivors. Elizabeth's father gives her this task to distract her from seeing anything that might upset her.

It is while she is taking care of the young Will that she finds and takes the pirate's medallion from around his neck, an act that brings the pirates from the Black Pearl to her doorstep 8 years later. Governor Swann is played by Jonathan Pryce.
2. "This promotion throws into sharp relief something that I have not yet achieved...a marriage to a fine woman."

Answer: Norrington

After the ceremony to honour Norrington's promotion to Commodore, he seeks out Elizabeth to ask her to marry him. She is all trussed up in the new outfit her father had given her, and is in considerable distress due to the corset.
After Norrington's speech, she says "I can't breathe", meaning it literally. He interprets her words metaphorically and replies "Yes, I'm a bit nervous myself." She then passes out and plunges down the cliff into the ocean below. Jack Sparrow rescues her and saves her life, and then faces hanging for his efforts.
Norrington is played by Jack Davenport.
3. "Do not make the mistake of thinking you are the only man here who cares for Elizabeth."

Answer: Norrington

It is the morning after the pirates' raid on Port Royal. When Will comes to (after having been knocked unconscious) he remembers that Elizabeth was taken and bursts in upon Norrigton and Governor Swann who are poring over a map. He insists that they set off immediately, to save Elizabeth.

When no one in the room responds to his urgings, he imbeds a hatchet in the map that they are studying. Norrington then delivers this line, acknowledging the fact that he loves Elizabeth, and realizes that Will does too. It is directly after this scene that Will goes to speak to Jack Sparrow, and breaks him out of jail.
4. "I'll find us a crew...bound to be some sailors on this rock crazy as you."

Answer: Mr. Gibbs

Sparrow and Turner have stolen...er, sorry...commandeered the Interceptor and have sailed to Tortuga to take on a crew. There Jack hooks up with Mr. Gibbs and proposes his plan to take on a crew and go after Elizabeth, the Black Pearl, and the pirates' treasure. Gibbs, after being woken with a bucket of water listens with initial skepticism, but is eventually convinced (once he finds out who Will is) and agrees to take on the task of finding a crew.
Gibbs is played by Kevin McNally.
5. "Compelled by greed we were, but now we are consumed by it."

Answer: Barbossa

After dining with Elizabeth aboard the Black Pearl (or rather after watching Elizabeth eat), Barbossa tells her about the curse that he and his crew live under. At first she doesn't believe him, but soon sees that it's true, when she sees the crew in their skeleton forms in the moonlight. Barbossa speaks this line to emphasize how difficult it is to have hunger, thirst and other needs that can no longer be fulfilled because of their inability to feel.
Barbossa is wonderfully played by Geoffrey Rush.
6. "Aye, the compass doesn't point north, but we're not trying to find north, are we?"

Answer: Mr. Gibbs

Having taken on a crew at Tortuga, Sparrow and Turner continue their search for the Black Pearl and Elizabeth. Sparrow knows that they will be heading to the Isla de Muerta, to return the last piece of Aztec gold, and to spill Elizabeth's blood (whom they believe to be Bootstrap Bill's daughter), so they can end the curse.

While at the wheel, Sparrow keeps checking his compass, a compass that we know doesn't point north. Will comments on the fact that the compass doesn't work, and Gibbs replies with this quote, letting us in on the fact that the compass points to the Isla de Muerta.
7. "That's exactly the attitude that lost you the Pearl. People are easier to search when they're dead."

Answer: Barbossa

Will has rescued Elizabeth from the Isla de Muerta, and they have escaped to the Interceptor. Following the code (any man who falls behind is left behind) they have left Sparrow on the island with Barbossa. Elizabeth grabbed Will's pendant (which had fallen out of the casket so she didn't fall prey to the curse) before she left.

The pirates are in hot pursuit because they are once again missing a piece of the Aztec gold. Once the Pearl catches up to the Interceptor, and the pirates prepare to board, Sparrow suggests to Barbossa that he go on ahead and negotiate the medallion's return. Barbossa responds with this line.
8. "A distant cousin of my aunt's nephew, twice removed...lovely singing voice...eunuch."

Answer: Jack Sparrow

The battle between the Interceptor and the Black Pearl is over, and the pirates have retrieved the last piece of gold once again. Turner (appearing from what Elizabeth thought was a watery grave), bargains for Elizabeth's freedom, knowing that it is his blood that is needed to end the curse. Barbossa, as yet unaware of Turner's identity, asks who Will is and Sparrow interjects with this remark. Sparrow does not want Barbossa to learn of Will's identity, because he still wants to use this as leverage, but Will tells him anyway.
Captain Jack Sparrow was brilliantly played by Johnny Depp.
9. "That's the second time I've had to watch that man sail away with my ship."

Answer: Jack Sparrow

Being a man of his word, Barbossa gave Elizabeth the freedom that he promised Will. Since Will didn't specify time and place, Barbossa chose to drop her off on the same island where he had previously stranded Sparrow. He sent Sparrow with her to keep her company, suggesting that Sparrow play the gentleman and use the one bullet on her, leaving the more painful death for himself.

After they each walked the plank and swam to shore, Sparrow turned and watched the Black Pearl pull away, speaking this line as she left.
10. "Are we to be two immortals locked in an epic battle until Judgement Day and trumpets sound?"

Answer: Barbossa

Sparrow has surreptitiously stolen a piece of the Aztec gold, causing him to fall under the curse. He and Barbossa are engaged in a sword fight that seems doomed to last forever, since neither of them is able to die while the curse still holds sway. Barbossa utters this line shortly before Sparrow negotiates what Barbossa believes to be a truce that would add the Interceptor to his fleet, making him a pirate Commodore.

This would then leave Sparrow as the Captain of the Pearl, flying under Barbossa's colours. Of course this is a ruse used to position themselves so that they can end the curse and kill Barbossa.
